How would the government enforce an insurance mandate?

Even many conservative legal scholars think the Supreme Court would uphold an individual insurance mandate as an exercise of Congress’ power under the Commerce Clause. But the court might cast a disapproving eye on the methods necessary to enforce such a mandate: “[Enforcement] would require a degree of intrusiveness and bureaucracy that some will find unpalatable.”
